[Android] Migrate to Unified Push Provisioning Flow

Context

Google is deprecating the legacy push provisioning flow in favor of the Unified Android Push Provisioning API. Every app using push provisioning must migrate by the end of this year.
We need to update react-native-wallet to maintain compatibility.
