Add RPM dependencies

- Add `cacti0-spine` rpm to make cacti working

- Add `perl-Mail-Sendmail` rpm to make html mails working

- Add [perl-RRD-Simple](http://rpm.pbone.net/info_idpl_55437591_distro_centos_7_com_perl-RRD-Simple-1.44-12.10.x86_64.rpm.html), to be added in EyesOfNetwork repository, to make rrd to grafana migration easier
