Can't access script

In the CLI:

svn checkout https://github.com/Ezandora/Guide/branches/Release/

svn: E175002: Connection has been shutdown: javax.net.ssl.SSLException: Received fatal alert: protocol_version

Not sure how to get access to the environment in the CLI to set any system variables to try to mess with this behavior.
