Process to prevent multiple admins processing requests #52

There will be multiple admins in the Codex that will receive emails for submissions. We need a process in place to make sure they're not stepping over each other. For instance, Admin A could be making changes prior to approving, Admin B could open the request and approve it without making changes. What happens to the work that A was doing?

There almost needs to be a lock out. Like A gets the request and "claims" it. Then only they can approve it. And maybe a request has to be claimed before it can be approved. The only issue I see is what if an admin claims a request and forgets to approve it and then someone else has to pick it up. Is there a way to "take claim" after we provide a warning saying "if you take this, the other admin's work will be lost".
