Add Rejection Message

Right now, when someone's submission is rejected, they get an email saying it was rejected. But there is no context or no reason why, and no way to contact someone. When an admin is rejecting a submission, they should be required to add a comment as to why. It would also be good to have a method for them to reach out to an admin or make a rebuttal. But I don't know how we would manage that.
