When adding csv list of tags from approve/reject window, commas and spaces are not appending

When adding a csv list of tags from the approve/reject window, commas and spaces are not appending. You have to add the additional tags without commas or spaces first, then go back and add the commas and spaces before saving.

I tried the csv list work around today, and the changes did not save at all. I had to approve, then go in and edit from the admin panel to save the changes.
