[Dedicated Server] The error allows you to spend money from the bank without having permission

What happened?

The error allows you to spend money from the bank without having permission.
No money is spent from the bank on the server side.

Any player without proper permissions who does not have enough money in his pockets can buy something in the store by spending money from the bank. At the same time, the money decreases only in his client, the other players do not see a decrease in money in the bank. It only works on a dedicated server, on 2 of the 3 tested ones. I couldn't figure out why it didn't work on the third one.
In the console, when making such a purchase, it says "(nickname) purchased 0 item(s) for 0 cred."

Also, if you order delivery to a submarine using this error, the items will not be delivered.

Reproduction steps

1. Run a dedicated server (or log in to our server where exactly this error is working)
2. Not having money in your wallet and server permissions to buy something in the store
3. Check the server log and the actual amount of money in the bank and see that it has not decreased

I think it's too early to deem this as unsolvable, I think we'll be able to fix it out as soon as we manage to figure out the conditions in which it happens. :) I haven't yet had time to take another look at it, but the provided server logs might give us some more clues. Or if in the meantime anyone else happens to spot any other details that might help us get to the bottom of this (for example, some specific server setting affecting it, or perhaps if it only happens when there's no other clients with buy permissions presents or something along those lines), those would also be much appreciated.

I gave the provided server settings and the save a test, but unfortunately, still no luck. :/ Joining the server with a couple of clients, the clients without permissions don't seem to be able to purchase using money from the bank (or even see the money in the bank listed in the store interface).

After some further thinking, I have a theory of what could be causing this: there's a known issue in the current build that sometimes causes some clients to not show up in the client list (which we're hotfixing soon, hopefully as early as tomorrow).

If there are no clients in the server with permissions to buy, anyone is allowed to buy (otherwise it would be easy to get softlocked if there's no-one with permissions alive). It could be that if a client doesn't have the full client list, they might think there's no-one on the server with permissions, which would allow them to access the bank at their end. If my theory is correct, the fix to that client list issue should take care of this bug as well.

Assuming my theory of what was causing this is correct, this should now be fixed in the latest hotfix that was just released today. Please let us know if you still run into it or spot any other oddities!
