CSV import doesn't support text-delimiter

The CSV team import process doesn't appear to support the use of a text-delimiter (traditionally the " character) to delimit a text field and permit the inclusion of the separator character (i.e. the , character) with in a field.

Ideally it would support the following:

• " can be used to delimit text fields
• "" will evaluate to a single " that is considered part of the field
• , in a delimited text field will be not be considered a separator character

This is pretty standard and is how Excel exports CSV files.
