Throwback Maps

My idea was to establish a second map repository (fish-archive-maps?) with a pool of retired fish maps. They are NOT listed on /maps, but instead listed on a separate command (or if #154 is merged, a seperate tab in the menu). These will NOT come up in random rotation, but rather only appear when explicitly voted for.
