- the above PR resolves a blocking aka. blocker issue, while also providing a unit test to hopefully prevent issues like this popping up in the future 🤞

quality of life improvements
the below PR had no attached issues to it, but it allows testers / developers to build freecad using the github web ui to check / test libpack build of freecad using github's windows CI which helps developers who do not have access to windows 10 machines.
