WxMap: Add Python Install and Improve User Access #36
Description
As part of the WxMap review for v2.0, this task is concerned with creating an install process (assuming a pre-built and installed version of GrADS) that will allow pip to be used. Additionally, configuration and resource file allocation are improved to enable users to more easily override and extend the default configuration. This includes the ability to specify shape file locations other than the default install directory.
