General SuperDARN Electric Potentials Support

Get some SuperDARN electric potential files (general ones on the web if possible) - whatever is easiest. Create python code to read these files and convert them to input file format.

There is now a code to read in files that are supplied by Bill Bristow. This works fine. I am unsure of how sustainable this is, since it seems like it takes Bill many hours to produce a file. We need to talk to Bill about how to better streamline the process.
