write Repy and Images doc in manuals #1472

- http://tomato-lab.org/manuals/dev/repy should contain information on how to write repy scripts. There should also be examples added (http://tomato-lab.org/manuals/dev/examples/)
- http://tomato-lab.org/manuals/dev/image should contain information on how to create images for container and full virtualization devices (maybe 2 subpages). This should be explained here in a generic way, and examples should be made available at
