prod catalog has been cutover to new catalog. we need to do the same for development and staging spaces. - [ ] catalog-dev and catalog-stage should point to the new catalog app - [ ] decommission catalog-dev cloudfront and use cloud.gov built-in CDS/WAF. This serves as dryrun for prod switch - [ ] basic auth continue to work - [ ] update NewRelic synthetic monitoring and stale log alert for the new app
