Update Coding Best Practices wiki page to remove Ansible content

What

Update the Coding Best Practices wiki page to remove the Ansible sections and retain only the Python best practices content.

Why

Data.gov no longer uses Ansible. The page is predominantly Ansible content which is irrelevant to the current stack. The Python section (method signatures, PyLint) remains useful for the current Python-based catalog and harvester.

Done When

• All Ansible sections removed
• Python section retained and lightly cleaned up
• Note added at top indicating the page was updated and Ansible content removed

Notes

This is a wiki edit -- no PR required. The page already has a note at the top saying the content is outdated. The Python content to keep is in the first two sections: Method Signatures and PyLint.
