Template GitHub issues

When we create a new dataset/transform issue in GitHub, we should add a template with checkboxes so that we can track all the sub-tasks.

Potential sub-tasks:

• Add extra metadata (e.g. spatio-temporal coverage and resolution)
• Stage 1/2
• Alignment / mapping
• Review
• Set up recurring job trigger.
