Get /datasets/<id> handler to call DB for JSON data

Acceptance criteria - database client:

• A new function must be added to the database client to GetDataset(id) where id is passed as a parameter, and a single datasets details are returned as JSON
• Requests to /datasets/ for any accepted MIME type but for an ID that cannot be found return a 404
