UseUtcDatetimeFormat generates unfound attributes

When setting UseUtcDatetimeFormat to true in the Project.cs file

with non mandatory DateTime fields with conditional visibility on the UI

Olive generates an attribute LocalizedDateWhen in the controller but the namespace cannot be found - this build error prevents the website being built (and building the website overwrites any attempts to fix the code)
