Non-Administrator role access to "Search engine sitemap settings"

Is there a way to define this? It seems like full Administrators are only able to access this page.

From what I understand a protected module should be accessible via the WebAdmins role, but this settings page does not seem to respect that currently requiring full Administrators rights for my project.
