Local storage queue faults can prevent data saving #13
Description
An instance of the survey tool had content stuck in the local storage queue.
This was preventing data from being saved, but was not raising a visible error for the user.
I've not managed to reproduce this error, but it may be the cause of data loss reported in a few past cases where moving to an incognito window (which presumably does not keep local storage between sessions) has solved things.
This issue should be treated as critical and a bug fix found before wide deployment of the survey tool.
