Justification and Research Journal data disappears for governance indicator in status "spotcheck"

When my survey switched status from in progress (or whatever the default is) to "spot check" / "read only" then the justification and research journal answers disappear. It is not just a UI bug as the data is also not present in the API (see attached pictures). I had seen this before, but when the survey status was reverted back the answers reappeared (at least I don't remember rewriting them). The data appears to be present in the backups. The only questions affected are within the "governance" category.

Just to clarify, I can see from the backup that this data was saved and is there from when the status last changed. I suppose this means that the problem is on populating the json file to be read in the survey from the google sheet in this specific status? Not sure as I am still not so familiar with the code base. Also not sure why this would only influence the governance questions and only the justification and research journal part.
