Add JS countdown script to flood control error page

Can you implement a real-time countdown in the spam filter message? So like, you have to wait 7 seconds, and it goes 7-6-5-4-3-2-1 while you watch so you know when you can click submit?

I am not a programmer so I have no idea if this is feasible, for all I know it's either completely impossible or it's already a site feature and you have it toggled off.
