We should obsolete this repo in favor of getting-started-java

Move this to a devrel supported repo, however, it is currently being used by DevShell QA.

I discussed with @ludoch in email. We can move this to a repo, but we do need to ensure we update the Cloud Shell QA test to use the new sample. It's important that we use an App Engine standard environment compat API to test with the most complicated image.

I propose we move to getting-started-java/helloworld-compat or java-docs-samples/managed_vms/helloworld-compat I'd lean toward getting-started-java if only because we know we want to move the java-docs-samples/managed_vms directory soon. GoogleCloudPlatform/java-docs-samples#155

I think it'd be safe to mark as archived though, since that doesn't involve a move to a new org anymore.
