waves was archived on CRAN due to dependency being archived

Archived on 2025-06-02 as requires archived package 'spectacles'.

• Solution A: spectacles is unarchived (see issue on spectacles repo)
• Solution B: find a workaround and remove the spectacles dependency

Currently, waves only uses one spectacles function, postResampleSpectro. It only appears in the waves train_spectra function.
