Premium SMS initially blocked on non-owner profile; warning popup only goes to owner

Profile Setup:

• Owner
• Personal

Other pertinent settings:
Owner and Personal profiles have access to SMS/Messaging
Notifications from all profiles delivered to all profiles.

Scenario:

1. while using a personal profile, RX a 2FA message via SMS from a USA "shortcode" (e.g. a 5 or 6 digit phone number) that wants you to respond via SMS
2. respond via SMS in the messenger app
3. the message will say "Sending" forever, with no indication that anything is going on
4. search, learn about "Premium SMS"
5. observe that "messages" is not setup to use premium SMS in the personal profile, and it cannot be manually added.
6. try responding from owner profile
7. Oh, the normal "you're about to send to a shortcode, are you sure?" popup has been parked on the Owner profile the entire time.

Expected:

• non-owner profiles that have messages/SMS enabled also get the premium popup and can send premium SMS.
