Allow shortcuts that are added to the homescreen (Non-PWA) to open in a non-incognito window regardless of Vanadium settings.

It is likely that if a user adds a shortcut to their homescreen then they want to open in a non-incognito window. Currently it opens in an incognito window if "open external links in incognito" is selected.
