Display emergency surgical cases

@hqva : placeholder tkt for now: could you add a note if you've already started to look at this?
The ideal would be for us to display 2 counts on the sitrep dashboard

• number of elective surgical cases (of which the number are flagged for PACU)
• number of emergency surgical cases (of which the number are flagged for PACU)

For some reason - this still does not work. I may take a look at the clarity tables...
(For when it does work - the "Electives" page may need to be re-named and a new column added to differentiate between emergencies and electives)

will have another look next week. I hadn't got the emergency cases to consistently appear.
