Create dummy information for development database

Currently, the development database only uses the developers emails and names. We would like to add dummy info to make it easier to test pages such as the Hackers Page and QR code page. This will require creating a seed file to populate the User table and HackerInfo table. Also, we would like to have test credentials for the Hacker role and Sponsor role. Specifically for the Hacker role, we would like for them to have a QR code.
