[Privacy feature request for vanilla build]Redirect outgoing calls to Signal/Telegram/whatsapp

1. Why do i want to redirect outgoing to signal/whatsapp calls?
   Answer: to escape surveillance and to have more privacy by default.

2. Can't you just make calls on signal / Whatsapp itself?
   Answer: yes I can, currently I'm doing that only, it's lengthy one but I choose it anyway.

3. What are some related work that happening to your issue?

4. What you want us to do with this issue?
   Answer: integration of redirecting outgoing calls in aosp dialer or in default dialer.
