Changes Proposed

Adds Cart Decoration skill quest. This was originally captured in kRO Zero, and is based on playing-through capture. I double checked with LATAM and Hazy Forest info and seems to match very well.

Note: The updated quests are not being used in any NPC and those IDs seems to have never been used in kRO. Probably some custom content from iRO.

I've included a utility function F_GetMobNaviList that allows to better display a list of monster with targets.
