Add Types Declaration File

I think adding a type declaration file will help drive adoption of WTAPIOS. It will allow us to use VSCodes intelliSense, providing auto-complete and type safety wherever we use it.

For us to accurately do this we're going to need to type each method from WTAPIOS including parameters and responses. Some of this is easily done by looking at the documentation.
