Use repository webhooks to consume events on github issues

Consume events published through repository's webhooks. 
Github's webhooks can be leveraged to automatically add proposals in db and perform actions on the proposals - accept, review, reject, comment, update etc., 
Github's issue notification email will get triggered on comments - providing a consistent workflow.
