Model crashes despite setting timestep to a minimum for a convection permitting high resolution simulation #76

I am trying to run RegCM for a short convection-permitting simulation at less than 5km for a domain that covers northern Pakistan/India (having very complex orography). The issue is that, whatever timestep reduction and domain adjustment measures I did, the model failed to run after a few initial timesteps. The model just stops for a CFL violation. I completed a 9km run, but below that, nothing seems to work, and I have reached a dead end. Please help me address the issue of CFL violation. I am attaching the namelist for you to look over.
