Importing refsets - null module id

Hello,

We are trying to upload resets on top of the belgium edition, using the latest version of SNOWSTORM [10.6.1](https://github.com/IHTSDO/snowstorm/releases/tag/10.6.1).
For this matter, we have a script that takes RF2 files and transform them into json files.
When we follow the documentation, we are:

• creating the refset with the following payload on /browser/MAIN/SNOMEDCT-BE/concepts

• adding a batch of members on the refset on /MAIN/SNOMEDCT-BE/members

However, when accessing the baseurl/fhir/CodeSystem/, we can see that the fullUrl is baseUrl/fhir/CodeSystem/sct_null_20241115.

The refsets are not accessible/visible in the API/UI. And I do not know what I did right/wrong.
Can you guide me?
