1. Go to inn.org/services

RESULT: no anchor tags

• EXPECT: create anchor tags for all the services. For example, "Nonprofit Management" tab > " Fiscal Sponsorship" section.

RESULT: no table of contents or listing of all the services

• EXPECT: create a tab called "all services"

In the "all services" tab, list out all the services and their anchor links. Example: https://inn.org/services/?target=nonprofit-management#fiscal-sponsorship (this assumes an anchor was placed at the "fiscal sponsorship" section, see above).

RESULT: each tab does not have a listing of services within that tab

• EXPECT: add anchor tags to the sections within a tab and link at the top of the tab like an index
