Publish Dataset: Custom Dataset Terms Link Leads to 404 error

What steps does it take to reproduce the issue?
When I publish a dataset with custom dataset terms, there is a link attached to Custom Dataset Terms, but
the url leads to 404 page

  Dataset Page

• What happens?
  When I publish a dataset with custom dataset terms, there is a link attached to Custom Dataset Terms, but
  the url leads to 404 page

• To whom does it occur (all users, curators, superusers)?
  SPA UI users

• What did you expect to happen?
  Navigate to Terms tab in dataset page
