prototype a process which serves spectra plots over EPICS (`kafka_dae_diagnostics`) TIMEBOX [1 week]

this will be done by https://github.com/ISISComputingGroup/azawakh as decided in the meeting where we reviewed ISISComputingGroup/ibex_developers_manual#126

As a user I would like to be able to view spectra plots in the OPI designed in #25

This ticket is to make a start and create a softioc which consumes from an event topic and provides a spectra plot. This is quite open ended but for this ticket a spectra plot of spectra 1 is good enough.

acceptance criteria

• Discuss approach to this ticket with JH.
• write a bare minimum process with basic functionality but documentation and tests which shows how we would do this
• create follow-up tickets to flesh out the functionality

"basic functionality" is:
something that is broadly equivalent to the DAE spectra plots - the first implementation may not deal with periods, changing tcb boundaries, dae diagnostics

Note that prototype should not mean a process with no documentation - we should make sure documentation and tests are to a high standard from the get go.
