IMAT: Create an OPI and Device screen for the new Lumacam camera

IMAT have a new Lumacam camera for taking neutron imaging data. This will be used interchangeably with the "nGEM" camera which already has an OPI and device screen. They would like to have a similar device screen to allow them to control this.

Acceptance criteria:

• a. The Lumacam OPI and device screens are available at a minimum on INES and IMAT
• b. An underlying IOC for camera control is available (maybe an adaption of generalisation of that for the nGEM camera
• c. The combination is tested on either IMAT and/or INES to the scientists satisfaction

Notes:

This ticket may need breaking down into more pieces if the task appears more complex!
