Make all https://def.isotc211.org/ IRIs resolve to GOM artifacts

After getting the DQ IRI working, ensure that the auto-generated IRIs at https://def.isotc211.org/ actually resolve to GOM content.

The OGC are providing the hosting platform for all GOM semantic artifacts - on their "Rainbow" system at (https://defs.opengis.net/vocprez/) but see the draft new version at http://defs-dev.opengis.net/prez-hosted/ where already listed are some TC-211 codelist vocabs: http://defs-dev.opengis.net/prez-hosted/catalogs/tc211:.

I hope the OGC will have the new version of Rainbow in production and we can resolve these IRIs against it within 2 months - by the end of March, 2025.

@nicholascar I look forward to this. Also how is the alignment with the W3C SSN/SOSA URI foreseen? Will there be a mapping published?
