Perhaps this is a good place to comment on the 'RAINBOW dev' implementation?

Firstly, I think it's great & I'm really pleased to see this coming to fruition!

Regarding ISO 19115-1 CountryCode https://defs-dev.opengis.net/prez-hosted/catalogs/tc211:/collections/ns33:CountryCode:

• firstly, I think it's appropriate that this code list is empty on the TC 211 server. As ISO 19115-1 says "use ISO 3166 Codes for the representation of names of countries and their subdivisions Part 1: Country codes or equivalent" (Figure 23, "responsibilities" on class CountryCode, and see 'Domain' in Table B.18.2)
• there is some discussion going on in XMG about where the CountryCode codeList attribute (URL) should point. See XMG/N66 (log in required) and discussion at Question MD_CharacterSetCode XML#232

Once that is resolved, perhaps https://defs-dev.opengis.net/prez-hosted/catalogs/tc211:/collections/ns33:CountryCode could point to the 'chosen' external set of ISO 3166 country codes?
