ISO/TC 211 profile of DCAT #534

Noted during ISO/TS 19115-5 project: there could be some value in a formally defined ISO/TC 211 profile (subset) of DCAT. In DCAT terms, these are generally called "application profiles". We considered this out of scope for the current ISO/TS 19115-5 which is about mapping from ISO 19115 to DCAT. However, the resulting DCAT could be considered a profile of DCAT - so the requirements in -5 could be inverted

e.g., a requirement such as

The earliest MD_Metadata.dateInfo.CI_Date.date with CI_DateTypeCode of 'creation' shall be mapped to dcat:CatalogRecord.dcterms:created, unless it only gives the century

Would become:

dcatCatalogRecord.dcterms:created shall be identical to the input record's earliest MD_Metadata.dateInfo.CI_Date.date with CI_DateTypeCode which provides more than just a century
