Update workflow in repository to handle both XML and JSON schemas in a consistent way

We want a way to handle both types of schemas in a consistent way. This may involve creating a new command line tool to manage.

I am not knowledgeable on this subject but only know that for ISO 19115-4 we need to publish the relateded JSON schema files. Is there any idea what that wil take?
