[Relay] Ground Segment

This ticket is made to integrate the relay system into the ground network. The ground network is quite advanced (@mpkarpov-ui can help), but the goals are the following:

(1) Update Feather Duo Software to allow for receiving drone packets

• This can be done by checking if the packet is a rocket packet OR a drone packet
• Then printing it out accordingly
  (2) Update MIDAS-BASE to allow for connecting a feather programmed to drone frequencies
  (3) Update GSS to display relay data.
