Board list should be configurable

Right now, the list of board members on the front page is determined based on who has the board role, but this makes it slightly difficult to transfer access in the transition period without it messing the front page as well.

So the list on the front page should be configured separately and potentially even with exact roles, so we can also display internally who has what role with more information down the line.
