Birthday hats!

If a user has their birthday, they can get a cute little partyhat

Requirements:
- Users should also store a birthday on their profile (not required)
- If it is the user's birthday, it should show in every place where we show newbie hats (shift list, profile, menu bar)
- It should take precedence over the newbie hats
