Make shifts publishable #93
Description
As a shift manager, I want to be able to design, change and view the shift plan before publishing it for our members.
Requirements:
- When shifts are created for an event, they should be unpublished until the shift manager publishes them
- It should be possible to publish/unpublish individual shifts
- It should be possible to "publish all shifts" at once
- Unpublished shifts should not appear for tenders/anchors:
- on the website
- in the calendar app
- in the shifts count on their profile
