Criteria for Jupyter notebook submissions

For consistency, what criteria should we require contributors of Jupyter notebooks (JN) to adhere too? Here are a few thoughts, please add your own...

• The saved state of a JN should mean it shows on the page with no code output boxes so that in order to see what the code does requires that the reader launch the JN in Binder or Colab
• Contributors must section there content if there is clearly separate material in a JN. This also makes it easier to navigate on the right side in the table of content
• Addition of text comments to the right of Python code should be provided to help the reader understand the logic of the code, but should not repeat a comment that has been made previously
