[canvas-writing-mode] Add HTML-in-canvas as an Alternative Considered

It seems like the use case could also be covered by finishing https://github.com/WICG/html-in-canvas/ and using full CSS to control the text direction. There's probably a reason that's not sufficient, and that reason should be captured in the explainer.
