Time Picker Label Misalignment

Description

Providing a label for the time picker component results in positioning issues in the Material theme.

• igniteui-angular version: 20.1.x, 20.0.x

Steps to reproduce

1. Open a time picker sample and add a label.

Result

The label overlaps with the placeholder or the selected value.

Expected result

The label should be positioned above the placeholder/value.

@didimmova In the scoped-styles branch, if you don't provide helper text but only a label for the time picker, the label will be positioned below the time picker in all themes.

While testing in the scoped styles PR (#16307 ) I saw that in Material, the value of the Time Picker, box type, is misaligned, appearing almost in the middle of the input, and the input-bundle-start is larger than expected.
