namespacer wont complete when action-scheduler is included

When https://github.com/woocommerce/action-scheduler is loaded via composer.json the command starts processing and then fails with action-scheduler no composer.json

When action-scheduler is not included the command completes.

I will add the exact error to this issue when I am on my other computer.
